{"id":41482,"date":"2016-04-25T12:13:42","date_gmt":"2016-04-25T15:13:42","guid":{"rendered":"http:\/\/www.malungo2.com.br\/pdt\/desenv\/?p=41482"},"modified":"2016-04-25T12:13:42","modified_gmt":"2016-04-25T15:13:42","slug":"miami-herald-crime-real-no-brasil-e-a-corrupcao","status":"publish","type":"post","link":"https:\/\/pdt-rj.org.br\/index.php\/miami-herald-crime-real-no-brasil-e-a-corrupcao\/","title":{"rendered":"&#8216;Miami Herald&#8217;: Crime real no Brasil \u00e9 a corrup\u00e7\u00e3o"},"content":{"rendered":"<p>Eis outro importante jornal, desta vez um jornal da regi\u00e3o mais anti-esquerdista dos Estados Unidos, Miami, a defender Dilma Rousseff, e denunciar o impeachment como um instrumento pol\u00edtico, que n\u00e3o deveria ser usado da forma como est\u00e1 sendo usado no Brasil.<\/p>\n<p>N\u00e3o \u00e9 apenas um artigo de opini\u00e3o de um colunista. \u00c9 o editorial principal da publica\u00e7\u00e3o.<\/p>\n<p>O artigo come\u00e7a dando um conselho aos brasileiros: &#8220;aqui um conselho de um pa\u00eds que sabe um pouco sobre impeachment: tenham certeza que \u00e9 sobre viola\u00e7\u00f5es s\u00e9rias, e n\u00e3o apenas pol\u00edtica&#8221;.<\/p>\n<p>Senadores, este recado \u00e9 para voc\u00eas&#8230;<\/p>\n<p>O jornal lembra que Bill Clinton sofreu um impeachment da C\u00e2mara dos Deputados, mas o processo foi derrubado no Senado.<\/p>\n<p>A mat\u00e9ria enfatiza que Dilma Rousseff tem a ficha limpa, n\u00e3o est\u00e1 envolvida em nenhum esc\u00e2ndalo, ao contr\u00e1rio de Eduardo Cunha, o deputado que presidiu a sess\u00e3o do impeachment, e Michel Temer, o usurpador e traidor que pretende ocupar seu lugar.<\/p>\n<p>Reparem como o artigo termina:<\/p>\n<p>Para o ex\u00e9rcito de pol\u00edticos sujos do Brasil, acusar um presidente fraco e impopular oferece uma distra\u00e7\u00e3o fortuita de seus pr\u00f3prios crimes. Ele fornece um bode expiat\u00f3rio para matar a sede do p\u00fablico por justi\u00e7a, fazendo um figur\u00e3o [no caso, Dilma] assumir a culpa pelos problemas do pa\u00eds e deslocar o foco para longe de pol\u00edticos corruptos.<\/p>\n<p>Dilma pode ser culpado de m\u00e1 administra\u00e7\u00e3o da economia, mas suas m\u00e3os est\u00e3o limpas de corrup\u00e7\u00e3o.<\/p>\n<p>N\u00e3o h\u00e1 vencedores aqui, como n\u00e3o havia nenhum no imbr\u00f3glio Clinton.<\/p>\n<p>A \u00fanica maneira do Brasil sair mais forte \u00e9 o de continuar a contar com as institui\u00e7\u00f5es democr\u00e1ticas para julgar o crime e remover os legisladores corruptos do poder. As viola\u00e7\u00f5es de Dilma, se verdadeiras, s\u00e3o graves, mas impeachment \u00e9 arma grande demais para se usar para punir por meras quest\u00f5es cont\u00e1beis.<\/p>\n<p>Os brasileiros n\u00e3o devem ser enganados. O crime que deprimiu o pa\u00eds \u00e9 o desvio de dinheiro p\u00fablico. V\u00e3o atr\u00e1s dos bandidos, e deixem que os eleitores decidam nas urnas o destino dos pol\u00edticos incompetentes.<\/p>\n<p>***<\/p>\n<p>Quando a imprensa internacional, ao longo do processo de julgamento do impeachment, descobrir que as tais pedaladas fiscais n\u00e3o implicaram em nenhum gasto extra do governo, ela ficar\u00e1 ainda mais perplexa com o mau caratismo dos golpistas.<\/p>\n<p>As &#8220;pedaladas&#8221; foram meros remanejamentos, permitidos e aprovados pelo Tribunal de Contas da Uni\u00e3o ao longo de toda sua hist\u00f3ria e, no caso de Dilma, foram realizados em prol de gastos sociais importantes, como verbas para hospitais universit\u00e1rios, concursos de ju\u00edzes federais e bolsa fam\u00edlia.<\/p>\n<p>Quanto a sugerir que a decis\u00e3o deveria se dar atrav\u00e9s das urnas, e n\u00e3o via impeachment, o Miami Herald se refere, naturalmente, ao calend\u00e1rio regular das elei\u00e7\u00f5es, ou seja, os brasileiros deveriam esperar 2018.<\/p>\n<p>***<\/p>\n<p>Original:<\/p>\n<p>MIAMI HERALD EDITORIAL BOARD<\/p>\n<p>In Brazil, the real crime is corruption<\/p>\n<p>President Rousseff hands are clean in graft scandal<\/p>\n<p>As Brazil embarks on the wrenching process of possibly booting President Dilma Rousseff from office, here\u2019s some advice from a country that knows something about impeachment: Make sure it\u2019s about serious violations of law, not about politics.<\/p>\n<p>There is, we hasten to say, no comparison between the charges or situations involving former President Bill Clinton, who was impeached by the House of Representatives almost 20 years ago but survived a trial in the Senate, and that of Ms. Rousseff.<\/p>\n<p>He was accused of a dalliance with a White House intern and lying under oath about personal matters. She is accused of violating regulations regarding government finances, a budgetary trick designed to conceal a looming deficit.<\/p>\n<p>On the face of it, these are two very different matters \u2014 except for the political impetus driving the impeachment process in both instances.<\/p>\n<p>Mr. Clinton had indeed indulged in conduct that is beneath what\u2019s expected of a president. But the Republicans who despised him never managed to convince a skeptical public that they had the country\u2019s best interests at heart \u2014 as opposed to their own selfish political interests \u2014 or that Mr. Clinton\u2019s actions were a big deal.<\/p>\n<p>Similarly, Ms. Rousseff, by all accounts, did indeed play games with public finances. She wanted to enhance her prospects for reelection in 2014 and borrowed $11 billion from state banks to fund popular social programs designed to help the poor who make up her party\u2019s base.<\/p>\n<p>Whether this deserves impeachment is a question that has divided Brazil\u2019s legal experts and constitutional scholars, and one that Brazil\u2019s senators should ponder seriously as they prepare to vote this week on whether to hold an impeachment trial.<\/p>\n<p>But the real issue behind this ruckus is not tricky bookkeeping by the president, but rather the corruption crisis engulfing Brazil. That is, indeed, a very big deal \u2014 an enormous corruption investigation that has snared some 50 politicians and a few business leaders. It\u2019s left the political system in tatters.<\/p>\n<p>Ms. Rousseff, as it happens, is one of the few ranking political leaders who is not accused of graft. But among those who are is Eduardo Cunha, the head of Brazil\u2019s lower house, the man leading the impeachment drive. He\u2019s being investigated for money laundering and taking bribes. Many of the accused, like him, are among the lawmakers deciding the president\u2019s fate.<\/p>\n<p>Then there\u2019s Vice President Michel Temer, a widely disliked political figure who would replace Ms. Rousseff, at least during the Senate trial. Testimony implicates him and close allies in the graft scandal around Petrobras, the national oil company.<\/p>\n<p>For Brazil\u2019s army of dirty politicians, impeaching a weak and unpopular president offers a fortuitous distraction from their own crimes. It provides a scapegoat to quench the public\u2019s thirst for justice, for a big name to take the fall for the country\u2019s woes and shift the focus away from corrupt lawmakers.<\/p>\n<p>Ms. Rousseff may be guilty of mismanaging the economy, but her hands are clean in the graft and corruption scandal.<\/p>\n<p>There are no winners here, as there were none in the Clinton imbroglio.<\/p>\n<p>The only way Brazil can emerge stronger is to continue to rely on democratic institutions to prosecute crime and to strip corrupt lawmakers of power. Ms. Rousseff\u2019s violations, if proven true, are serious, but impeachment is a huge ax to wield for breaking the rules of budget management.<\/p>\n<p>Brazilians should not be distracted. The crime that has brought their country low is thievery in office.
